Costs and Payments Not Franchise Fees. The parties agree that any costs to the Franchisee associated with the provision of support for PEG access pursuant to this Agreement, and any payments made to the County pursuant to Sections 6 and 7 of this Agreement, do not constitute and are not part of a franchise fee, and fall within one or more of the exceptions to 47 U.S.C. § 542.
