Cumulative Impacts Analysis. Inventory and characterization information and data serve as a baseline onto which is superimposed shoreline development and use allowed by the proposed SMP, as well as restoration of shoreline functions proposed in the restoration plan. This allows identification and analysis of cumulative impacts resulting from past, present, and reasonably foreseeable actions allowed under this updated SMP to gain an understanding of the future health of the shoreline, and how the SMP or other city plans, policies, and regulations may be adaptively managed to achieve at a minimum no net loss of shoreline functions and values.
