Definition of Flat Fee Payments. A flat fee is the fixed dollar amount a person is charged for a package of health care services provided during a defined period of time. Examples would be: obstetrician’s fee covering a normal delivery, as well as pre- and post-natal care; or a surgeon’s fee covering surgical procedure and post-surgical care. A flat fee group is the set of medical services (i.e., events) that are covered under the same flat fee payment situation. The flat fee groups represented on the STAZ file include flat fee groups where at least one of the health care events, as reported by the HC respondent, occurred during 2000. By definition, a flat fee group can span multiple years. Furthermore, a single person can have multiple flat fee groups.
