Demotions Due to Lay-Off. Where an employee is demoted due to a reduction in staff, the required knowledge, ability and skills of the employee shall be the primary consideration; where these are equal the employee with the shorter length of service in the Department shall be demoted. Demoted employees shall receive the rate of pay set out for the position to which they are demoted as from the date of demotion.
