Derogatory Information. Information of a derogatory nature, except information mentioned in the numbered phrases in paragraph 22.2, shall not be filed in the permanent personnel file unless and until the employee is given written notice and an opportunity of ten (10) days to review and prepare comments. An employee may prepare a written statement within ten (10) days which will be attached to the information of a derogatory nature. The review may take place during normal business hours and the employee shall be released from duty for this purpose without salary reduction.
