DESIGN/BUILD ECPS. The Contractor shall provide labor, materials, tools, equipment, transportation, subcontract management, project management and other services required for the design and construction of ECPs that require engineering design. The ECP shall provide fully functioning equipment, systems, FMS, EMS, or other controls unless specified otherwise in individual Task Orders. The Contractor shall provide to the Government all as-built drawings, manuals, and instructions to the Government.
