Diminished Ability to Carry Out Oversight Responsibilities. When an operator certificated in one country operates an aircraft registered in another country, the ability of the State of Registry to carry out its oversight responsibilities may be diminished or less efficient. In such cases, the State of Registry and the State of the Operator may enter into an agreement under Article 83 bis of the Chicago Convention, transferring some or all of the oversight responsibilities of the State of Registry to the State of the Operator.
