Further, Developer understands and agrees that the City cannot bind governing bodies of the City regarding the authorization, issuance, sale or delivery of CID Bonds and that nothing contained herein shall in any way bind the City Council of the City to accept or reject any proposal to authorize, issue, sell or deliver CID Bonds, which decision shall unconditionally remain within the sole discretion of such City Council.
