Discussion on Potential Scenario. Outline(s) For the FastPass land border demonstration, demonstrating a pedestrian, vehicle, bus or a truck scenario has been discussed. From the four possibilities, the pedestrian case was dropped out first. This is mainly because that at Moravita border crossing point there are no pedestrians which is also the case in many other land border crossing points in the EU. Furthermore, the pedestrian case would use the same type of ABC gate that has been seen at the airports. The truck case was dropped out mainly because the processes involved in a truck (and cargo) Schengen border crossing require undertaking additional actions from both the border authority and the customs. As these tasks have not yet been automated, the ABC truck process is estimated to bring little overall benefit. The bus case could be realised in two ways. In the first option, the travellers would step out of the bus and proceed to a terminal to be checked. This option is already implemented in Finland, and the efficiency of it has proven to be questionable with different kinds of travellers. The other option is to check the travellers outside the bus. This option will be further considered, although the car case will be the main effort. It has been considered that the vehicle case is the preferred option. Also, the RBP has indicated that they support the vehicle case over the bus case. The basic outline for the FastPass land border demonstration with a vehicle case is the following: • Pre-registration of the driver to the FastPass ABC, consent, entering the biometric information and car data. Possible passengers include Romanian passengers (EU) with ID card and other EU passengers with passports. • Passengers, EU citizens, (from one to many depending on vehicle model) approaching the border crossing point with personal vehicle will have the ability to test a FastPass ABC concept for land borders if agreeing to do so (consent). • FastPass ABC hardware will be installed at exit side of the border crossing point. • The vehicle case will include outdoor installation of ABC equipment and other gate/potentially kiosk construction. Devices for document scanning and biometric (face, finger) capture will be fitted to them. This also includes the passenger’s user interface (e.g. video display, touch screen, other). • Associated devices for gate surveillance (e.g. border guard user interface) will be installed to the control booth located on the pavement next to the traffic lane.
