Draft Preliminary Report. Provide the Program Manager five (5) copies of the draft Preliminary Report for review. Incorporate all recommended changes prior to submittal of the final Preliminary Report. The Preliminary Report shall be deemed to be deficient and shall be returned to the Engineer if the detailed construction cost estimated (II.A.5.) is not included.
