DRC’s Recommendation Advisory, Not Binding. The final decision to dismiss or not to dismiss shall rest with the Board, after giving reasonable consideration to the recommendation of the DRC. The DRC’s findings, conclusions and recommendation shall be advisory only and in no respect binding in fact or law upon the Board.
