DUTIES AND OBLIGATIONS OF CITY AND BOARD. 7.1 NO BONDS. Neither the City nor the Board shall sell or issue any bonds to pay or reimburse Developer or any third party for any improvements to the Project Site performed under the Project Plan, Finance Plan or this Agreement.
