Eligible Contractor/Professional Expenses. Eligible Contractor/Professional Expenses are payments paid to contractors of the Recipient or professionals retained by the Recipient to provide Eligible Services provided that the expenses relate solely to the provision of an Eligible Service that is essential for the completion of the Study; the professional or contractor is retained in accordance with Section 2.3 [fair value principles]; and the expenses are evidenced by Timesheets, invoices and Proof of Payment.
