EMPLOYER OR UNION GRIEVANCES. The processing of EPSCA, Employer or Union grievances will begin at the Second Step. The Employer or the Union may submit either policy or specific grievances. Such policy or specific grievances shall be submitted within thirty (30) days of the alleged grievous act.
