End-to-End Testing. A. After the Lessee (or its designee) has established end-to-end connectivity on the fibers during initial construction, it shall: o perform bi-directional end-to-end tests, o test continuity to confirm that no fibers have been "frogged" or crossed in any of the splice points, 134 o record loss measurements using a light source and a power meter, and o take OTDR traces and record splice loss measurements.
