Enumeration of Rights. The management of the Fire Rescue Department and the direction of the work force of the Department, including but not limited to the following, are all the exclusive functions of Management: a. the right to plan, direct and control all the operations or services to be performed in or at any facility or by employees of the Department; b. to schedule the working hours; c. to hire, promote, transfer, lay off and recall; d. to suspend, discipline, demote, or discharge, for just cause; e. to make, enforce, change, add to, or delete from, reasonable rules and regulations of employee conduct and performance; f. to make and enforce work standards; g. to determine the content of job classifications; h. to introduce new and improved methods, materials, equipment or facilities; i. and to change or eliminate methods, materials, equipment or facilities.
