Establishment of a Joint Committee. 2.1 In exercise of their powers under sections 101(5) and 102 of the Local Government Act 1972, sections 19 and 20 of the Local Government Act 2000 and all other enabling powers the Councils shall agree and enter into the Constitution of the Joint Committee set out in Schedule 1 in order to establish a joint committee to be known as The Three Rivers and Watford Shared Services Joint Committee (and within this Agreement also referred to as “the Joint Committee”) with effect from the Commencement Date.
