EXCAVATOR CONSTRUCTION. All roads shall be constructed, reconstructed, and maintained using a track mounted hydraulic excavator unless stated otherwise within this Road Plan, or permission to do otherwise is granted in writing by the Contract Administrator.

Pioneering may not extend past construction that will be completed during the current construction season. In addition, the following actions must be taken as pioneering progresses:  Drainage must be provided on all uncompleted construction.  Road pioneering operations may not undercut the final cut slope or restrict drainage.  Culverts at live stream crossings must be installed during pioneering operations prior to embankment.

Waste material is defined as all dirt, rock, mud, or related material that is extraneous or unsuitable for construction material. Waste material, as used in Section 4 EXCAVATION, is not organic debris.
