Faculty Service Areas. (1) Faculty Service Areas (FSAs) will become operative only in the event of a layoff. A Faculty Service Area is defined as a service or instructional subject area or group of related service or instructional areas performed by or taught by faculty. (2) For purposes of this Section, a Faculty Member will be considered competent to render a service (defined as teaching, counseling, nursing, coaching, or service as a disabilities specialist, librarian or coordinator) if he or she is competent in one or more FSAs. (3) Except as provided in subsection (a)(4), a Faculty Member will be deemed qualified and competent in a Faculty Service Area if the Faculty Member either: (i) holds a valid teaching credential in that discipline, OR (ii) meets state minimum qualifications in the discipline, except for biological sciences where the local qualifications will be used, OR (iii) has been granted an equivalency in the discipline in accordance with procedures established by the equivalency policy and adopted by the Board of Trustees. (4) In the following FSAs (office technologies, computer information systems, studio art, commercial art, dance, drama/theater arts, instrumental music, vocal music, learning skills) specialized skills are required. Verification of such skills will be done by a committee consisting of the Xxxx of the Division or designee, Federation designee from outside the discipline and two (2) tenured Faculty Members selected by Faculty Members in the discipline with three of the four Faculty Members agreeing that the requisite skills have been demonstrated. Demonstration of skills may be by documented work experience or portfolio or performance. If a sufficient number of tenured Faculty Members are not available, the Federation and District will jointly select alternate Faculty Members. (5) Each Faculty Member will be assigned one or more FSAs at the time of initial hire. (6) A Faculty Member, including those in their first year of employment, may apply for additional FSAs if they meet the qualifications and competency requirements. (b) He/she has been grandparented by possessing a valid teaching California Community College credential authorizing service in that disciplinea subject and/or discipline within the service area. Holders of Standard or General Secondary must meet the requirements listed in (a) above. In areas affected by external accreditation agencies (such as nursing, OR
pharmacy technology, legal assistant, etc.) or contract schools or agencies (iisuch as cosmetology, court reporting, dental technician, etc.) meets state minimum qualifications – in addition to either (a) or (b) above – the discipline, except for biological sciences where faculty member must meet the local qualifications will be used, OR
(iii) has been granted an equivalency in the discipline in accordance with procedures established qualification and competency requirements defined by the equivalency policy and adopted by the Board of Trusteesexternal agency.
(4) In 10.2 PROCEDURE TO FOLLOW FOR FSA DISIGNATION
A. Faculty members may petition the following FSAs (office technologies, computer information systems, studio art, commercial art, dance, drama/theater arts, instrumental music, vocal music, learning skills) specialized skills are required. Verification District for recognition of competence in additional FSA’s by filing such skills will be done by a committee consisting of the Xxxx of the Division petition on or designee, Federation designee from outside the discipline and two (2) tenured Faculty Members selected by Faculty Members in the discipline with three of the four Faculty Members agreeing that the requisite skills have been demonstrated. Demonstration of skills may be by documented work experience or portfolio or performance. If a sufficient number of tenured Faculty Members are not available, the Federation and District will jointly select alternate Faculty Members.
(5) Each Faculty Member will be assigned one or more FSAs at the time of initial hire.
(6) A Faculty Member, including those in their first year of employment, may apply for additional FSAs if they meet the qualifications and competency requirements. All applications for additional FSA(s) will be made to Human Resources by January before February 15 of each year and a academic year. The faculty member shall provide the district with all records necessary to substantiate the additional claims of competence. Such petitions will be filed with the Human Resources Office. A determination will be made prior to April 1 if the requirement of the FSA has been met as noted in the Board of Governor’s approved Disciplines List. FSA’s claimed on the basis of equivalencies will go through the district equivalency process. The equivalency committee will act on the petition by March 30 of that academic year. The record of assigned FSAs will be maintained in the Faculty Member's personnel file.
(7) Faculty Service Areas which will be utilized B. Newly hired faculty members shall qualify for the FSA’s listed on their job recruitment announcement as described above are set forth in Appendix G of this Agreement. A modification of Appendix G may be made between the President of the Federation completion of the first day of performing in such assignment.
C. The Human Resources Office shall maintain a listing of all FSA’s and the President of the Collegefaculty who qualify for them.
(8) Any dispute regarding assignment or denial of a FSA shall be processed pursuant to Article 22 of this Agreement.
