Assigning FSA's to Faculty Members. 18.1.1.1 At the time of hire, every faculty member must quality for at least one FSA by meeting (1) either the minimum qualifications of the discipline as set forth in Sections 53400 et seq. of Title 5 of the California Code of Regulations or the equivalent of those minimum qualifications, the procedure and requirements for which are established in Board Regulation No. 3.5.1.2. AND (2) the District competency standards as set forth herein below. (Educ. Code §§ 87356, 87743.3.) For purposes of initial qualification for an FSA upon hiring, an employee is presumed to be competent in the discipline in which he or she is initially hired. However, with regard to retreat rights and reductions during layoffs and reduction in services, competency shall be defined as follows: A faculty member shall be considered to be competent to serve in a particular FSA if the faculty member has provided satisfactory District employment and has provided 6 semester units (summer or equivalent included) in the FSA as the instructor of record within the previous five years.
