Financing Improvements Outside Airport System. Nothing contained in this Trust Agreement shall be deemed to prevent the Authority from issuing any bonds or notes which are not secured by this Trust Agreement to finance the construction of any legally permissible airport or aviation related facilities, or additions, extensions or improvements thereto, which are not a part of said Airport System, as defined herein, as long as the Airport Consultant shall state that in his opinion such airport or aviation facilities, or additions, extensions or improvements thereto, will not materially and adversely affect the Revenues to be derived from said Airport System, as defined herein, or the rights, security and remedies of the holders of Bonds issued pursuant to this Trust Agreement.
