Floodplains. When disposing of excess, soil, or other construction materials on public or private property, Contractor shall not fill in or otherwise convert 100 year floodplain areas delineated on the latest Federal Emergency Management Agency Floodplain Maps.

Floodplains. The Federal Emergency Management Agency (FEMA) mapping of 100-year floodplains within the project corridor will be assembled. This information will be documented on project area maps to approximate the influence of floodplains on the project area.
Floodplains. The Engineer will review applicable Federal Emergency Management Agency (FEMA) Flood Insurance Rate Maps (FIRM) for the project area. For each of the Reasonable Alternatives with potential floodplain encroachments, the Engineer will assess and evaluate the risk or significance of the environmental impacts including: • The risks associated with the implementation of the action; • The impacts on natural and beneficial floodplain values; • The support of probable incompatible floodplain development; • The measures to minimize floodplain impacts associated with the alternative; • The measures to restore and preserve the natural and beneficial floodplain values impacted by the alternative; and • Identify any FEMA buyout properties in project area. For each Reasonable Alternative encroaching on a designated or proposed regulatory floodway, based on the level of encroachment, the Engineer shall document the consistency with the National Flood Insurance Program (NFIP) standards and coordinate with FEMA, State Emergency Management Agency (SEMA) and local agencies. For encroachments identified by FHWA to be significant, the EA shall include a finding that the proposed encroachment of the Preferred Alternative is the only practicable alternative in accordance with Executive Order 11988.
Floodplains. Except as modified below, definitions for terms used below can be found at 24 CFR part 55.
(A) Construction and other activities in the 100-year floodplain are to be avoided when practicable. If there are no practicable alternatives to new con- struction or substantial improvement in the 100-year floodplain, the struc- ture must be elevated at least the base flood elevation (BFE) or floodproofed to one foot above the BFE. Elevated and floodproofed buildings must adhere to National Flood Insurance Program standards. The primary sources of floodplain data are Federal Emergency Management Agency (FEMA) Flood In- surance Rate Maps (FIRMs). When FEMA provides interim flood hazard data, such as Advisory Base Flood Ele- vations (ABFE) or preliminary maps or studies, the latest of these sources shall be used.
(B) No HTF assistance may be ap- proved with respect to:
(1) Any action, other than a function- ally dependent use, located in a floodway;
(2) Any new construction critical ac- tion located in a coastal high hazard area, 100- or 500-year floodplain; or
(3) Any non-critical new construction action in a coastal high hazard area, unless the action is reconstruction fol- lowing destruction caused by a disaster and is designed for location in a coastal high hazard area consistent with the FEMA National Flood Insurance Pro- gram requirements for V-Zones.
