Format and Organization. 10 Proposer shall submit the Proposal in the format and organization and according to all 11 other requirements set forth in Exhibit 6. 12 The Proposal shall contain concise written material and drawings enabling a clear 13 understanding and evaluation of the capabilities of Proposer and the characteristics and 14 benefits of the Proposal. Legibility, clarity, and completeness of the Proposal are 15 essential. Documentation that is difficult to read or evaluate may be rejected and may 16 lead to disqualification. 17 ADOT does not commit to review any information in Proposal appendices, forms and 18 exhibits other than those required to be provided, and the Proposal evaluation process 19 will focus on the body of the Proposal and any required appendices, forms and exhibits.
