FRINGE BENEFITS FOR MEMBERS. A. The Board shall establish a fringe benefit program to comply with Section 125 of the Internal Revenue Code. This program shall be a salary reduction plan which also allows members to deduct certain additional benefits not allowed under the Section 125 program as well as provide certain fixed benefits as described later in this section.
