Funding and Payment. 2.1. The Commonwealth agrees to pay the Funding to the Recipient at the times and in the manner specified in the Agreement Details, provided that sufficient funds are available for the Activity and that the Recipient has fully and properly complied with its obligations under this Agreement. 2.2. Without limiting the Commonwealth’s rights, the Commonwealth may suspend any payment in whole or in part until the Recipient has performed its obligations under this Agreement.
