Gas Quality. (a) Equipment shall be installed, commissioned, operated and maintained to determine the characteristics defined in the Gas Entry Conditions of any gas that is passed from the Delivery Facility to the System at the System Entry Point. . (b) The Parties agree that, the Measurement Equipment shall constitute the sole equipment for the measurement of gas quality at the System Entry Point. This equipment shall, subject to continuing and satisfactory maintenance and calibration by the operator of such equipment acting as a Reasonable and Prudent Operator, be accepted by both Parties as providing accurate and reliable measurements. (c) Either Party may request a Validation of the Measurement Equipment in which event paragraph 2.10 shall apply except that such Validation shall be undertaken as soon as reasonable practicable and both Parties shall be entitled to witness the Validation. (d) Such Measurement Equipment shall meet the following criteria: (i) All measurement biases shall as far as is practicable be eliminated or compensated for; (ii) The uncertainty of measurement shall be such that the risk of the DFO and the DN Operator flowing gas that they are both unaware is outside the requirements of Schedule 3 of the Gas Safety (Management) Regulations 1996 or such other requirements in relation to gas quality as may from time to time be in force is minimised. The uncertainties shall be better than those in the specified ranges; (iii) The sampling system used to obtain the sample of gas for quality measurements shall ensure that the sample is representative of the gas passing the System Entry Point and that no change to the gas composition occurs between the sample point and the analytical instrument; and (iv) Measurements and Validation of equipment to make such measurement shall, where feasible, be traceable to national or international standards. (e) In the event that the Measurement Equipment fails, the DN Operator may require the DFO to cease flow from the Delivery Facility at the affected System Entry Point(s) with immediate effect (taking into account the requirement to shut down equipment on site safely).

Both Parties accept that it may not be possible to give adequate advance notification of the timing of such validation, but the Party arranging the validation will use reasonable endeavours to ensure that the other Party is able to witness the validation. Until such time as validation is complete the Gas quality Measurement Equipment shall be considered to be operating in a true and accurate manner.
(d) Such Measurement Equipment equipment shall meet the following criteria:
(i) i. All measurement biases shall as far as is practicable be eliminated or compensated for;
(ii) . The uncertainty of measurement shall be such that the risk of the DFO and the DN Operator NGN flowing gas Gas that they are both unaware is outside the requirements of out with Schedule 3 of the Gas Safety (Management) Regulations 1996 or such other requirements in relation to gas quality as may from time to time be in force is minimised. The uncertainties shall be better than those in the specified ranges;
(iii) . The sampling system used to obtain the sample of gas Gas for quality measurements shall ensure that the sample is representative of the gas passing Gas passed between the System Entry Point and the Delivery Facility and that no change to the gas Gas composition occurs between the sample point and the analytical instrument; and
(iv) Measurements . Calibration and Validation validation of equipment to make such measurement shall, where feasible, be traceable to national or international standards.
(e) In the event NGN require that the Measurement Equipment fails, sampling and analysis of gas quality parameters must be completed in such a time that if the DN Operator may require gas is not compliant with the DFO NEA then an emergency shut off valve will be automatically activated to cease flow from prevent non compliant gas entering the Delivery Facility at the affected System Entry Point(s) with immediate effect (taking into account the requirement to shut down equipment on site safely)metering system.

(iii) The sampling system used to obtain the sample of gas for quality measurements shall ensure that the sample is representative of the gas passing passed between the System Entry Point and the Delivery Facility and that no change to the gas composition occurs between the sample point and the analytical instrument; and
(iv) Measurements and Validation of equipment to make such measurement shall, where feasible, be traceable to national or international standards.

(b) The Parties agree that, notwithstanding paragraph 2.10, the Measurement Equipment equipment referred to in this paragraph 2.3 shall constitute the sole equipment for the measurement of gas quality at for the System Entry Pointpurposes of this Agreement. This equipment shall, subject to continuing and satisfactory maintenance and calibration by the operator of such equipment CSO acting as a Reasonable and Prudent Operator, be accepted by both Parties as providing proving accurate and reliable measurements.;
(c) Either Party may request a Validation validation of the Measurement Equipment gas quality measurement equipment in which event paragraph 2.10 shall apply except that such Validation validation shall be undertaken as soon as reasonable practicable with twenty-four (24) hours of such request and both Parties shall be entitled to witness the Validationvalidation. Both Parties accept that it may not be possible to give adequate advance notification of the timing of such validation, but the Party arranging the validation will use reasonable endeavours to ensure that the other Party is able to witness the validation. Until such time as validation is complete the gas quality measurement equipment shall be considered to be operating in a true and accurate manner.
(d) Such Measurement Equipment equipment shall meet the following criteria:
(i) All measurement biases shall as far as is practicable be eliminated or compensated for;
(ii) The uncertainty of measurement shall be such that the risk of the DFO CSO and the DN Operator National Grid Gas flowing gas that they are both unaware is outside the requirements of out with Schedule 3 of the Gas Safety (Management) Regulations 1996 or such other requirements in relation to gas quality as may from time to time be in force is minimised. The uncertainties shall be better than those in the specified ranges;
(iii) The sampling system used to obtain the sample of gas for quality measurements shall ensure that the sample is representative of the gas passing passed between the NGG System Entry Point and the CSO Facilities and that no change to the gas composition occurs between the sample point and the analytical instrument; and
(iv) Measurements and Validation validation of equipment to make such measurement shall, where feasible, be traceable to national or international standards.
(e) In the event that the Measurement Equipment fails, the DN Operator may require the DFO to cease flow from the Delivery Facility at the affected System Entry Point(s) with immediate effect (taking into account the requirement to shut down equipment on site safely).
