General and Special Grievance. When the Association has a grievance, general in nature, which is not related to a particular teacher or teachers of any building, or to a particular administrator, it may be presented in writing by the Association at Step C of the grievance procedure, and subsequently the grievance shall follow the regular steps of the procedure.
