Governing Principles. (a) Layoffs within a classification shall be in the reverse order of bargaining unit seniority provided that the senior employees are qualified and can perform, after a reasonable period of familiarization, the remaining work. (b) The skill and experience of an employee and the employee's capacity to perform the required task shall be the determining factors in all cases of appointment, promotion, transfer and the advancement of an employee to a higher classification covered by this Agreement, but when these are approximately equal, seniority within the bargaining unit will be the deciding factor.
