Government Access. A "Governmental Access Channel" is a channel position designated for noncommercial use by the local Franchising Authority for the purpose of showing the public local government at work. Franchisee shall make available one (1) channel position for government video programming provided by the local Franchising Authority. Unused time on the channel position may be utilized by Franchisee subject to the provisions for "fallow time" below.
