GRANTEE RESPONSIBILITIES. A. Grantee shall conduct efforts to expand or enhance Crisis Hotline and MCOT services to: 1. Increase law enforcement access to crisis services to facilitate jail diversion for individuals experiencing mental health crisis; and 2. Respond to increased demand for community mental health services stemming from the COVID-19 pandemic. B. Grantee shall implement Crisis Hotline and MCOT services in compliance with standards outlined in Crisis Service Standards, Information Item V, incorporated by reference and found at xxxxx://xxx.xxx.xxxxx.xxx/providers/behavioral-health-services- providers/behavioral-health-provider-resources/community-mental-health-contracts. C. Grantee shall provide crisis services specified in the Texas Resiliency and Recovery Utilization Management Guidelines in response to a Notice to Proceed (NTP) issued by HHSC. D. 1. Increase Xxxxxxx’s operation of the Crisis Stabilization Unit (CSU) shall:
a) Provide an alternative for inpatient hospitalization;
b) Allow individuals in behavioral health crisis to receive treatment in the most appropriate and available, and least restrictive setting;
c) Minimize local law enforcement access to officer waiting and driving time;
d) Divert individuals in behavioral health crisis services to facilitate jail diversion for individuals experiencing mental health crisisfrom the criminal justice system; and
2. Respond e) When appropriate, reduce any unplanned use of local emergency rooms to increased demand for community mental manage behavioral health services stemming from the COVID-19 pandemiccrises.
B. Program Design
1. Grantee shall implement shall:
a) Provide the services specified in this Statement of Work (SOW) and specified in any subsequent service revisions approved by the Health and Human Services Commission (HHSC);
b) Operate a 16-beds CSU;
c) Comply with all rules and laws applicable to the delivery of CSU services; and
d) Maintain licensure as a CSU pursuant to Title 26, Part 1 of the Texas Administrative Code (TAC), Chapter 510, Subchapters A-G (relating to Private Psychiatric Hospitals and Crisis Hotline Stabilization Units) and MCOT services 25 TAC Chapter 411, Subchapter M (relating to Standards of Care and Treatment in compliance Crisis Stabilization Units).
C. Program Reporting
1. Grantee shall:
a) Develop and electronically submit service delivery data reports using Form F in accordance with standards Section II. below;
b) Develop and electronically submit expenditure reports using Form M in accordance with Section II. below;
c) Complete and submit CARE Report III in accordance with Information Item D and submission timelines as outlined in Crisis Service Standards, Information Item VS of this Contract, all of which are incorporated by reference and found at xxxxx://xxx.xxx.xxxxx.xxx/providers/behavioral-health-services- posted at: xxxxx://xxx.xxxxx.xxx/doing-business-hhs/provider-portals/behavioral-health- services-providers/behavioral-health-provider-resources/community-mental-mental- health-contracts.; and
C. Grantee shall provide crisis services specified in the Texas Resiliency and Recovery Utilization Management Guidelines in response to a Notice to Proceed (NTPd) issued by HHSC. D. Quality Assurance
1. Grantee shall develop and implement written policies and procedures to evaluate the performance of the terms and conditions of this Contract, report on individuals served, and report on local stakeholder satisfaction.
E. Service Revision Amendment
1. Grantee shall submit in writing proposed program design revisions to the Contract Manager, which shall include, but is not limited to the following:
a) Proposed revision to services;
b) Hours of operation;
c) Cost per person per day or per person bed-day rate;
d) Staffing pattern including credentials;
e) Site location with applicable license requirements;
f) Sub-contracted service provider;
g) Sub-contracted management oversight, when applicable; and
h) Justification for the proposed revision.
2. HHSC may request additional programmatic or cost data to support evaluation of the revision request.
3. Grantee shall include a reason for the delay in requesting a proposed revision if Grantee submits the request during the second half of the state fiscal year (i.e., March 1st through August 31st).
4. HHSC, at (secured website): xxxxx://xxxx0xxxxx0.xxxx.xxxxx.xxxxx.xx.xx/DataWarehousePage/.its sole discretion, will review and approve/deny the revision request. HHSC’s approval of the revision request is considered a minor administrative change and does not require a contract amendment. HHSC will provide written notification of approval through technical guidance correspondence.
