Grantee Responsibility Provisions. A. The Grantee must certify, in writing, for itself and its Sub-recipients required to be disclosed or approved by the Commonwealth, that as of the date of its execution of this grant agreement, that neither the grantee, nor any such Subrecipients, are under suspension or debarment by the Commonwealth or any governmental entity, instrumentality, or authority and, if the Grantee cannot so certify, then it shall submit, along with its application/agreement, a written explanation of why such certification cannot be made.
