Grievances Concerning Denial of Step Increases and Annual Salary Adjustments. If an employee believes that the City has acted unreasonably in denying a step increase and/or base salary adjustment, then the employee may grieve the matter in accordance with the grievance and arbitration procedure set forth in this Agreement. Section 13.3. One-Time Performance Stipends. A one-time performance bonus may be granted at the sole discretion of the City to an employee for exemplary performance. Any such performance bonus shall not be added to base salary and shall be subject to normal withholding.
