Grounds for Discipline Incompetency. inefficiency, dishonesty, inability to perform the employee’s normal duties due to use of alcohol or controlled substances, reporting for duty under the influence of alcohol or a controlled substance, immoral conduct, insubordination, discourteous treatment of the public, neglect of duty, absence without approved leave, or any other failure of good behavior or any other acts of misfeasance, malfeasance, or nonfeasance in office shall be cause for disciplinary action.
