Identify and Define Preliminary Alternatives. The Engineer shall identify and analyze alternatives to minimize potential adverse impacts, major utility conflicts, structural impediments, or exceptions to the State or FHWA design criteria using DocuSign Envelope ID: 561C61B0-0796-4EF9-913A-E2D2252E0890 the Base Map. The Engineer shall identify and define a full range of preliminary alternatives within the study area, which is generally defined as from SH 99 on the east to SH 36 on the west, and from I-69 on the south to SH 6 north of Hempstead. Each preliminary alternative must be described by single line on the base map. An initial Screening using a summary matrix comparing the preliminary alternatives must be prepared and used to determine viable and non-viable alternatives. Documentation stating why those alternatives are not viable options must be provided.
