Implementing Agencies. (a) The Recipient shall ensure that MOE, ECG, and VRA are maintained at all times during the implementation of the Project with functions, staffing and resources satisfactory to the World Bank, for the purpose of ensuring the prompt and efficient implementation of the Project.
