Implementing Agencies. (a) The Recipient shall ensure that MOE, ECG and VRA are maintained at all times during the implementation of the Project with functions, staffing and resources satisfactory to the Association, for the purpose of ensuring the prompt and efficient implementation of the Project. (b) Without limitation to sub-paragraph (a) of this paragraph, MOE shall be responsible for the overall coordination, management, monitoring and evaluation of the Project.
