Implied Services. Any services, functions, or responsibilities not specifically described in this Agreement that are required for the proper performance and provision of the Operations and Construction Services, shall be deemed to have been granted within the Operations and Construction Services, except to the extent they are rights and responsibilities reserved to the District as set forth in Section 4.4 hereof.
