Subject to procedural regulation or supervisory direction as to time, place 56 and circumstances of use, when employees on a non-commuter basis are required to use their automobile for 57 driving into downtown Portland or elsewhere where parking is charged, employees shall be reimbursed for such 58 parking charges. 59
