Bid requested All plant material must be grown and delivered in proper potting soil, including vermiculite and perlite and a slow release fertilizer. Sterilized soil is not permitted. Absolutely, no substitution of indicated plant material is allowed unless directed by the Department staff. All annual concerns from grower must be brought to the attention of the Department staff. The successful bidder will be required to contact the Department staff no later than one (1) month after the contract is awarded to confirm that desired seeds have been successfully ordered. No changes are expected after that point with the cause being supplier. All annuals stated must be at a size half of the potential of the plant at time of delivery. No Bid If a bidder determines that any proposed specification within this request for quote is not realistic or proper for growing within the specified container then this concern is to be brought to the attention of the Department prior to the close of this tender otherwise no changes will be considered. Instructions to Bidders. Instructions to Bidders General Instructions The NIBTT intends to offer for sale the four parcels as described in Figure 1 (above). The four parcels have all already been given final planning approval from the Town and Country Planning Division (T&CPD) and are able to accommodate townhouses or similar type dwellings. p. Facility is under three years maintenance contract with construction agency but any damage done to the ITB requirements and evaluation criteria based on what has so far been found property by the evaluation teambidder shall be repaired by the bidder at his/her own cost.
q. After handing over the property to Operator , cost of damage/repair of the property done by the operator shall be borne by the Operator and he shall keep the property in good condition i/c building , open land, road, landscap, all allied services etc . In case, maintenance of property is not done by the Operator properly, it shall be done departmentally and cost shall be recovered from the advance rent /performance security of the Operator. After completion of the agreement, the Operator shall hand over the property in good condition, otherwise advance rent/performance security shall be forfeited and maintenance work shall be done departmentally at operators risk and cost.
r. Expenditure towards Stamps duty, registration charges etc shall be borne by the Operator.

Further, the contractor and/or service provide shall not be allowed to take advantage of errors, omissions or discrepancies in the specifications. Addenda If it becomes necessary to revise any part of the ITB, notice of the Addendum will be posted to Michigan Inter-governmental Trade Network (MITN) xxx.xxxx.xxxx and/or City of Xxx Arbor web site xxx.X0xxx.xxx for all parties to download. Each Bidder must in its Bid, to avoid any miscommunications, acknowledge all addenda which it has received, but the failure of a Bidder to receive, or acknowledge receipt of; any addenda shall not relieve the Bidder of the responsibility for complying with the terms thereof. The City will not be bound by oral responses to inquiries or written responses other than written addenda. Bid Submission FormAll Bids are due and must be delivered to the City of Xxx Arbor Procurement Unit on or before May 5, 2016 @ 10:00 a.m. Bids submitted late or via oral, telephonic, telegraphic, electronic mail or facsimile will not be considered or accepted. Box 8647 Ann Arbor, MI 48107 All Bids received on or before the Bid Submission Due Date will be publicly opened and recorded immediately. No immediate decisions are rendered. City of Xxx Arbor Non-Discrimination Ordinance Declaration of Compliance Vendor Conflict of Interest Disclosure Form using Bids that fail to provide these completed forms listed above upon bid opening will be rejected as non-responsive and will not be considered for award. Xxxx delivered bids will be date/time stamped/signed by the form provided in this ITB. Currencies: All prices shall be quoted in the currency indicated in the Data Sheet. Documents Establishing the Eligibility and Qualifications of the Bidder The Bidder shall provide documentary evidence of its status as an eligible and qualified vendor, using the forms provided under this ITB. If the Bidder is a group of legal entities that will form or have formed a joint venture, consortium or association Procurement Unit at the time of address above in order to be considered. Normal business hours are 9:00 a.m. to 3:00 p.m. Monday through Friday, excluding Holidays. The City will not be liable to any Bidder for any unforeseen circumstances, delivery or postal delays. Postmarking to the submission Due Date will not substitute for receipt of the Bid, they shall confirm in their Bid that : (i) they have designated one party to act as a lead entity, duly vested with authority to legally bind the members of the joint venture jointly and severally, and this shall be duly evidenced by a duly notarized Agreement among the legal entities, which shall be submitted along with the Bid; and (ii) if they are awarded the contract, the contract shall be entered into, by and between XXXXXX and the designated lead entity, who shall be acting . Each Bidder is responsible for and on behalf of all entities that comprise the joint venture. Validity Period: Bid shall remain valid for the period specified in the Data Sheet. A Bid valid for a shorter period shall be immediately rejected by XXXXXX and rendered non-responsive. In exceptional circumstances, prior to the expiration of the Bid validity period, XXXXXX may request Bidders to extend the period of validity submission of their Bid. The request and Additional time for submission of bids past the responses shall be made in writing, and shall be considered integral to the Bid. Bidder’s Conference: When appropriate, a Bidder’s conference will be conducted at the date, time and location specified in the Data Sheet. All Bidders are encouraged to attend. Non-attendance, however, shall not result in disqualification of an interested Bidder. Minutes of the Bidder’s conference will be shared by all bidders who have shown interest in applying to the specified ITB. Submission and Opening of the Bid: The Bid must be sealed in an envelope whose external side must: a) Bear the name of the Bidder; b) Be addressed to SHEILD as specified in the Data Sheet; and c) Bear a warning not to open before the time and date for Bid opening as specified in the Data Sheet. If the envelope is not sealed nor labeled as required, the Bidder shall assume the responsibility for the misplacement or premature opening of Bid stated due to improper sealing and labeling by the Bidder. Bid must be received by XXXXXX at the address and no later than the date and time specified in the Data Sheet. SHEILD shall will not consider any Bid that arrives after the deadline for submission of Bid. Any Bid received by SHEILD after the deadline for submission of Bid shall be declared lategranted to a single Bidder; however, rejected, and returned unopened to the Bidder. A Bidder may withdraw, substitute or modify its Bid after it has been submitted by sending a written notice in accordance with the ITB, duly signed by an authorized representative, and shall include a copy of the authorization. Bid requested to be withdrawn shall be returned unopened to the Bidders. No Bid additional time may be withdrawn, substituted, or modified granted to all Bidders when the City determines in the interval between the deadline for submission of Bid and the expiration of the period of Bid validity specified by the Bidder on the Bid Submission Form or any extension thereof. Bid Opening No Bid shall be rejected at the opening stage, except for late submission, XXXXXX will review the Bid in the presence of an ad-hoc committee formed by XXXXXX. Confidentiality: Information relating to the examination, evaluation, and comparison of Bid, and the recommendation of contract award, shall not be disclosed to Bidders or any other persons not officially concerned with such process, even after publication of the contract award. In the event its sole discretion that a Bidder is unsuccessful, the Bidder may seek a meeting with XXXXXX for a debriefing. The purpose of the debriefing is discussing the strengths and weaknesses of the Bidder’s submission, in order to assist the Bidder in improving the bid presented to XXXXXX. Evaluation of Bid: XXXXXX shall examine the Bid to confirm that all terms and conditions under the SHEILD General Terms and Conditions and Special Conditions have been accepted by the Bidder without any deviation or reservation. The selection committee shall review and evaluate the Bids on the basis of their responsiveness to the Requirements and Technical Specifications and other documentation provided, applying the procedure indicated in the Data Sheet. Each committee member shall fill in a best value selection matrix – (BVSM) scoring shall be related to the following criteria to have an end score out of 100 points: For Validity of Offer (Score out of 20) For Services to be Provided (Score out of 20) For Availability of Cars (Score out of 20) For Reasonable Price / Cost (Score out of 40) SHEILD reserves the right to undertake a post-qualification exercise, aimed at determining, to its satisfaction the validity of the information provided by the Bidder. SHEILD shall conduct a verification exercise on the accuracy, correctness and authenticity of the information provided by the bidder on the legal, technical and financial documents submitted, and validation of extent of compliance to the ITB requirements and evaluation criteria based on what has so far been found by the evaluation teamcircumstances warrant it.
