Issuance of Change Requests. The Counties may, at any time by a written Change Request, request changes within the scope of the Agreement, and corrections of Deficiencies caused by the Counties failing to perform their obligations under the Agreement or by events described in Section 22.20 (Force Majeure). Such changes may include, without limitation, revisions to Deliverables or Services.
