JOINT RESPONSE OPERATIONS. For the purpose of the Plan, Joint Response Operations signify all pollution response operations in which personnel, equipment, products and/or other means, of at least two Parties are involved. Joint Response Operations can be carried out at sea and on shore, and include specific operations described in Article 1.4 (cf. also Article 5.1). The Lead State shall be in full charge of Joint Response Operations. The command structure of the Joint Response Operations is described in Article 4.5.
