KEY LOCAL AUTHORITY RESPONSIBILITIES. 2.1. The Local Authority shall: I. secure a funded entitlement place for every eligible child in their area; II. work in partnership with providers to agree how to deliver funded entitlement places; III. be clear about its role and the support on offer locally to meet the needs of children with special educational needs and/or disabilities (SEND) and other vulnerable groups of children, as well as their expectations of Providers; and IV. contribute to the safeguarding and promote the welfare of children and young people in their area.
