A layoff is defined as: (1) An involuntary separation from County service, (2) An involuntary reduction in hours to lower than fifty percent (50%) because of a lack of work, lack of funds or abolishment of the position, (3) The elimination of a less than fifty percent (50%) position entirely. The affected employee(s) and the Association shall be given written notice of a pending layoff at least fifteen (15) days before the effective date, stating the reasons for the layoff.
