LEGAL PERSONALITY. 1. Subject to the approval of the Governing Council, the Secretariat shall have the legal capacity necessary to do the following: a. conclude agreements with other countries, and local or international organisations; b. enter into contracts; c. acquire and dispose of movable and immovable properties; and d. be a party to legal proceedings. 2. In the exercise of these capacities, the Secretariat shall be represented by the Executive Director, who shall comply with the relevant financial rules and procedures approved by the Governing Council.
