Mandatory Subcontracting Plan and Requirements. Section 13.1.2.1 Unless the Director of the Department of Small and Local Business Development (DSLBD) has approved a waiver in writing in accordance with D.C. Official Code § 2-218.51, for all contracts in excess of $250,000, for all contracts in excess ofof $250,000, at least 35% of the dollar volume of the contract shall be subcontracted to SBEs.
