MCO Governing Board. The MCO shall have a governing board that provides input to the MCO decision-making process. When an MCO takes action that is not consistent with the input of the governing board, the MCO Director shall provide the governing board with a written justification for the decision and the rationale for diverging from the governing board recommendation.
