Minimum Benefit package. Qualifying ESI will include coverage that provides a basic primary care package of inpatient hospital services, outpatient services, laboratory and x-ray services, pharmacy services, and behavioral health services. Coverage may be provided through any commercial group package or self-insurance program offered by the employer to all employees in a class. Within these parameters, benefits may vary between employers. Wrap-around services are not provided.
