Minimum Requirements. Under this initiative, funds must be used for eligible non-recurrent, short-term (NRST) benefits for needy families in which dependent children have, or reside with a family member who has, a diagnosis of a mental health condition, intellectual or developmental disability, and/or substance use disorder. Additionally, the Grantee must: 1. Address a specific crisis or episode of need that is not intended to meet recurrent or ongoing needs and will not extend beyond four consecutive months for an individual; 2. Responsibly provide and expend funds no later than September 30, 2022 on eligible, needed services to the target and eligible population; 3. Ensure funds are available to support needy families in which dependent children have, or reside with a family member who has, a mental health condition, IDD, and/or substance use disorder; 4. Follow reporting requirements for the eligible use of TANF funds including the use of the Income Eligibility Verification System; 5. Ensure fiscally responsible expenditures to include the prioritization and use of gift cards and vouchers over cash payments where reasonably appropriate and periodic review of family expenditures of cash payments for eligible activities and costs; and 6. Ensure compliance with applicable TANF guidelines, and HHSC Texas Administrative Code rules.
