Mobility-Counseling Cap. In CY2012, the limit of HAP funding that may be used for mobility counseling shall be $2.4 million. In each subsequent calendar year, this mobility-counseling limit shall be adjusted by an inflation factor, as measured by the Consumer Price Index.
