New administrative procedures. The institutions, bodies, offices and agencies of the Union shall be competent to initiate new administrative procedures concerning compliance with Union law by the United Kingdom and natural and legal persons residing or established in the United Kingdom, where the facts forming the subject matter of the administrative procedure occurred before the end of the transition period.
