Appointment Procedures. 20.06.01 When a vacancy occurs, the University Librarian will send written notification to all Librarians stating the plans for replacement and the disposition of duties within one month after such Librarian position becomes vacant. The University Librarian shall provide a monthly update to Librarian members on the progress of his/her plans for replacement and disposition of duties.
20.06.02 When a vacancy has been approved for staffing, the University Librarian shall convene a meeting of the Appointments, Promotions and Position Evaluation Committee.
20.06.03 The Xxxxxxx and Vice-President (Academic) shall review the duties and responsibilities of the vacant position and the qualifications desired in a successful candidate. For vacancies below the department head level, the department head will meet with the Appointments, Promotions and Position Evaluation Committee in its review of the duties and responsibilities of this position.
20.06.04 Notice of a vacancy, of the desired qualifications, and of the application deadline shall be sent to all librarian members. Vacancies may be advertised outside the University in suitable publications. The placing of advertisements and the receipt of applications shall be the responsibility of the University Administration.
20.06.05 The Appointments, Promotions and Position Evaluation Committee shall review the internal and external applications received and shall interview all qualified applicants it selects. For applications below the department head level, the department head shall be included in the interview process. The University Librarian shall select the successful applicant giving consideration to the evaluation of the applicants by the Committee and, where applicable, the department head.
20.06.06 A limited term appointment may be made without following the above procedures at the discretion of the University Librarian.
20.06.07 The Xxxxxxx and Vice-President (Academic) shall provide the successful applicant with a letter of appointment containing the following information:
(A) the date at which the appointment commences;
(B) type of appointment;
(C) starting salary;
(D) rank;
(E) department in which the candidate is to be appointed;
(F) any other terms and conditions pertaining to the appointment which are not inconsistent with the provisions of this Agreement;
(G) a copy of the position description for the position;
(H) a statement that the appointment is subject to the provisions of this Agreement; and

Appointment Procedures. Having regard to clauses 11.3 and 11.10.2 of this agreement Permanent vacant positions, and fixed term vacant positions for periods greater than one year’s duration will, where practicable, be advertised in a manner to enable suitably qualified applicants to apply.

Departments are required to follow the appointment procedures as outlined in this Collective Agreement and, consistent with those procedures, shall adhere to the principle of Harassment and Discrimination (Article 7) and Employment Equity (Article 20) in its recruitment practices.
b. Permission to initiate a competition for any position must be obtained from the appropriate Xxxx before any formal action is taken.
c. Search committees will be composed of the Departmental Committee, a sub- committee of the Department, or members of any and all departments in which the appointment shall take place. Appointments to search committees will be made by Departmental Committees in accordance with their departmental rules (Article 16.03 (b) – Departmental and Centre Committees).
d. The Department shall fully discuss the qualifications, areas of competence and teaching responsibilities required for the position. The Chair of the Department shall then forward the outcome of these discussions to the appropriate Xxxx for review and approval.
e. All vacant positions shall be advertised (except as specified in Articles 19.11 (b)) indicating the nature of the positions and terminal dates for applications. The advertisement must be approved by the appropriate Xxxx in consultation with the Chair/Director before the position can be posted. Each advertisement shall:
i. include the following statement: “Xxxxx University is actively committed to diversity and the principles of employment equity and invites applications from all qualified candidates. Women, Aboriginal peoples, members of visible minorities, people with disabilities, and lesbian, gay, bisexual, transgender, and queer (LGBTQ) persons are encouraged to apply and to voluntarily self-identify as a member of a designated group as part of their application. Candidates who wish to be considered as a member of one or more designated groups should fill out the Self-Identification Form and include the completed form with their application”;
ii. inform candidates where to find the Self-Identification Form referred to above; and
iii. be posted at an early stage in appropriate publications, relevant professional journals, or other appropriate venues, including any that may be especially directed to designated group members of the relevant discipline.

Appointment Procedures. Librarians Consultation
22.1 When there is a proposal by the University Librarian to create a new Librarian position, or to fill a Librarian position vacant due to resignation or retirement, the University Librarian will meet with the members of the Appointments Advisory Committee (AAC) to discuss the proposal. The members of the AAC will circulate the draft position description to all Librarians and solicit their views. The AAC will forward the University Librarian a summary of views received, and may include written recommendations regarding the proposal. In making the final decision, the University Librarian will give the recommendations good faith consideration.
22.2 Once approval has been received from the Vice-President Academic and Xxxxxxx to go forward with a position, the AAC will review the final, approved written position description and circulate it to all Librarians. 22.3 The Libraries must, by February 28 of each year, hold an election, by secret ballot and majority vote of all Librarians with Regular Librarian or Limited-Term appointment voting, to select the regular and alternate members of an AAC to serve for staggered two-year terms beginning April 1. Librarians in excluded positions are not eligible to vote. Librarians in excluded positions or those holding Limited-Term Appointments are not eligible to be elected to the AAC. 22.4 Four Librarians with confirmed Regular Appointments will comprise the three regular members and one alternate member of the AAC, each selected for staggered two-year terms.
22.5 Role of the alternate member: The regular members of the AAC will include the alternate member of the AAC as a full member of the committee in meetings and discussions up to the point where a particular search committee is struck. If one of the regular members of the committee is unable to serve for that search, the alternate will serve for the duration of that search. If, prior to the search process commencing, the alternate member is added to the committee, and one of the regular members of the committee cannot participate in the search process, an election will be held to appoint an additional Librarian with confirmed Regular Appointment to the committee for the duration of that search. Appointment Procedures. Appointments shall be made according to written procedures established by the University Librarian following consultation in committee with the librarians.
Appointment Procedures. The Head of an academic department is appointed in writing by the University. Factors such as academic seniority, academic leadership, administrative competence, and the particular needs of the academic unit shall be taken into consideration when making an appointment. When a regular appointment is to be made, the Xxxx shall first consult the appropriate academic unit according to established procedures. Such procedures shall require the Xxxx to consult available academic staff members in committee and arrange for a secret ballot. The Xxxx’x recommendation shall be based on advice obtained through this process but such advice is not necessarily binding. The appointment process shall be open and transparent. When an acting appointment is to be made, the Xxxx, time-permitting, shall first consult the appropriate academic unit according to established procedures. The Xxxx shall ensure that each new Head receive upon appointment a complete description of the duties and responsibilities of the position.
Appointment Procedures. (a) Appointments, including promotions, filling vacancies, and transfers shall be on the basis of full qualifications and seniority. Full qualifications shall mean the candidate has all the necessary skills and qualifications as specified in the job description. Full qualifications being sufficient, the candidate with greater seniority shall be selected.
(b) All BCGEU employees of the College shall be considered as internal applicants on any BCGEU postings.
(c) Where there is an internal applicant with the necessary qualifications to perform the job the position shall be offered to that candidate and the Employer shall provide on-the-job training of up to one (1) month.
(d) Where the Employer decides to select an applicant from outside the College, when there are applicants from among College employees, or where the senior applicant meeting the criteria outlined in Clause 12.8(a) is not selected, the onus for justifying such a selection shall rest with the Employer.
Appointment Procedures. All appointments to positions will be made on the recommendation of the Search Committee to the appropriate Xxxx or the Executive Director of Library Services, who will then recommend the appointment to the Xxxxxxx. If the Xxxxxxx does not accept the recommendation, the Xxxxxxx will send the matter back to the Xxxx or the Executive Director of Library Services and the Search Committee for a further recommendation.
